Method
- One briefing = one vote. VALUE scores and engagement are publish filters, never weights.
- Clusters share a rare subject pair; generic frames (launches, raises, star milestones) can never form one.
- Rising means three consecutive weeks, each hotter, spread over 5+ days. A 0→N explosion caps at watch.
- Scores are computed from counts only. Nothing here is written by a model and nothing is a forecast.
